Portsmouth, RI - Charles Henry Morang, 81, of Aquidneck Place, Portsmouth, RI, formerly of Keene, NH, died Monday, May 15, 2006. He was married to Palma Bavicchi Morang for 56 years. Born on May 25, 1924, in Portsmouth, NH, he was the son of the late Ralph E. and Alice Stevens Morang. Mr. Morang was an attorney and began his professional career in 1952 on Tremont Street in Boston, MA. He lived in Newton, MA and served for two terms on the Board of Alderman. Later, he became Newton?s Assistant City Solicitor, its Representative to the Advisory Board of the Mass Transit Authority and acting City Solictor. His move to Keene, NH came in 1971 when he became its City Attorney. He served in that capacity for 14 years acting as Legal Advisor to the City Council, Board of Assessors, Planning Board, Zoning Board, Conservation Commission, and the City Manager. He was also the city?s Prosecutor in the Keene District Court. In 1984, Mr. Morang opened a law office in the capital city of Concord, NH. His primary concentration was New Hampshires Joint Legislative Committee on Executive Department Reorganization. He served as their Advisory Counsel writing and revising laws appropriate to the needs of the state. He also represented the towns of Kingston, Epping, Francestown, Holderness, Marlow, Dublin and Westmoreland as needed. While in NH, Mr. Morang served as a lecturer for the New Hampshire Municipal Training Consortium and the New Hampshire Municipal Association. He was also Founder of the Environmental Law Council and Founder of the N.H. Bar Association Committee on Municipal Law Education and President of the Cheshire County Bar Association. In 1995, Morang returned to Keene and became an adjunct professor at both Keene State College and Franklin Pierce Graduate School where he taught courses in Environmental Law and Business Law. He retired to Portsmouth, RI in 2004 after 51 years as an attorney. Mr. Morang graduated from the University of NH in 1948 with a BA degree in Government, and from Boston University Law School in 1952 with a Juris Doctor degree. He was a veteran of World War II, attending the Army Specialized Training Program at Harvard University and served for over three years in the Armys Medical Administrative Corps as Basic Training Officer in the states of Washington and Missouri and as a Publications Officer at Crile General Hospital in Ohio. He was the recipient of several medals, including the Victory and Good Conduct Medals. Mr. Morang was proud of his boyhood achievements as Boy Mayor of Portsmouth, NH, 1941, Master Counselor of the Portsmouth Chapter of the De Molay, Eagle Scout, as well as his adult leadership of Boy Scout troops, his work with the Rotarians, his gardening skills and even his frustrating golf scores. He is survived by his wife, his son, Charles H. Morang III of Keene, NH, his daughter Alexandra Morang Jackson of Portsmouth, RI, his four grandsons Edward, Christopher, Luke Charles and Chad, several nieces, grand-nieces, nephews, and grand-nephews and two sisters in-law. He was also the brother of the late Ralph E. Morang Jr. of Rye Beach, NH, the late Steven Morang of Freeport, Maine, and the late Phylis Morang of Portsmouth, NH. A memorial service will be held at First Congregational Church of Bristol, 281 High Street in Bristol RI on June 3 at 11:00 AM.
