Charles Yarbrough. Duncan, Jr., 79, of 25 Third Street, Newport, RI, died on Monday, May 5, 2014, in the Newport Hospital. He was the partner for the last 19 years of Rita Rogers of Newport. Born in Louisville, KY on August 5, 1934, he was the son of the late Charles Y. Duncan Sr. and Ann Louise (Munson) Duncan.Charlie served in the US Merchant Marines from 1952-1980. He started working the ore boats on the Great Lakes, then became a tow boat Captain and Pilot, towing boats from Pittsburgh to Cairo, IL, along the lower Mississippi. He communicated this passion in "You Are Looking at My River"a book of his cartoons and text published in 1976, by Waterways Journal of St. Louis.Charlie was a longtime communicant of St. Joseph's Church, a member of the Ancient Order of Hibernians A.O.H. 1, the Knights of Columbus Newport Council, and the 4th Degree General Rosecrans Assembly. Charlie was also a former Boy Scout leader at St. Joes and has been in scouting since 1943, holding the rank of Eagle Scout in 1950, and was Scout Master of Troup 79 33 of Newport and is still active today. He was a member of the Newport County Radio Club amateur radio operator handle NIQAA.Since his move to Newport in 1980, he operated Duncan Signs Inc. He then entered Newport politics about 1990 joining the Zoning Board and then the City Council in 2004, where he served the City until 2012. Besides his partner Rita, he is survived by his children, Nicholas Keith Duncan and his wife Sarah (Winsor) Duncan of Foxboro, MA, Victoria Stoltz and her husband Donald of Louisville, KY, and Cynthia Alden and her husband Kenneth of Cape Elizabeth, ME, his brother Edgar Duncan of San Antonio, TX, his sisters, Ann Ponvert of Louisville, KY and Louise O'Day of El Cerrito, CA, and his grandchildren, Leah Duncan and Georgia Duncan of Foxboro, MA, Hannah Stoltz and Phillip Stoltz of Louisville, KY, and Morgan Alden and Calvin Alden of Cape Elizabeth, ME. He was the father of the late Robin Mary Duncan.Calling hours will be held on Thursday, May 8, from 4:00-7:00pm, in the Memorial Funeral Home, 375 Broadway, Newport. His funeral will be held on Friday, May 9 at 9:00am from the Memorial Funeral Home, 375 Broadway, Newport, with a Mass of Christian Burial at 10:00am in St. Josephs Church, Broadway and Mann Avenue, Newport.
