Newport, RI - Elsie V. Tabb Yates, retired secondary English educator, 89, of 143 Third Street, Newport, RI, formerly of Newport Green and Weaver Avenue, Newport, RI, died Sunday, October 29, 2006 at John Clarke Retirement Center, Middletown, RI. Born in Newport, RI on December 16, 1916, she was the daughter of the late Andrew James and Rachel Sousa Tabb. Mrs. Yates received an AB in English and History from Virginia Union University in 1938; was a post grad of U.R.I. and Salve Regina University from 1968 to 1973. She received a life certificate in secondary English and reading specialist. From 1971 to 1974, she was a reading specialist for grades 7 and 8 Title I in Newport Schools and from 1975 to 1987, a secondary English teacher at Rogers High School until her retirement in 1987. Mrs. Yates was a chairman of the multicultural curriculum committee of New Visions for Newport County. From 1992 to 1994, she was active with the Equity in Education Committee Concerned Citizens Group. She was a recipient of the following awards: Outstanding Educational under Title I Award U.S. Office Education School Systems in 1976, the Presidential Citation National Education Association of RI in 1987, and the Outstanding Service Award in the field of education to the youth in the community from the Queen Esther Chapter 2 in 1992. Mrs. Yates was a life member of the NAACP, the RI Retired Teachers Association, and the Newport Retired Teachers Association. She is survived by her sons George Yates Jr. of Mapleton, GA, Michael Yates and David Yates of Newport, RI, her daughters Serena E. Douglas of Belen, NM and Elsie Yates Goodrum of Norfolk, VA, and ten grandchildren. Her funeral will be held on Friday, November 3, 2006, at 11:00am, in the Memorial Funeral Home, 375 Broadway, Newport.
